The foundation of building a harmonious society lies in the people, while the foundation of building a civilized city lies in supervision.
Supervision is different from regulation. Supervision has the power to vote, but not the power to make decisions. In other words, a city's civilization should be supervised by the public. If it does not comply with the city's construction plan, the public has the right to vote against it. This can effectively decentralize the power held by the ruling authorities and promote urban civilization in a more effective way. If the ruling authorities have too much power, they will enforce their power through laws, use laws to seek power, oppress the people with laws, and interfere with social governance with power.
Therefore, it is necessary to establish effective regulatory mechanisms for the ruling authorities. On the one hand, this can promote the construction of a civilized city, and on the other hand, it can make the flow of taxpayers' funds more transparent, thereby reducing the occurrence of large-scale unfinished projects due to corruption and making the public bear the consequences.
Looking at the development of the past decade, every administrative order issued by the government has either turned out to be a facade project, a shoddy project, or simply no follow-up, becoming an unfinished project. However, it is the ordinary people who have to foot the bill. Since the salaries of the administrators are paid by taxpayers, taxpayers should have the right to supervise and reject improper urban construction by the ruling authorities. Because inappropriate urban construction still ends up being paid for by the public. Although it is supervision, it does not involve decision-making.
Of course, there are many issues involved. Whether the public's voting will affect the efficiency of the city's benchmark construction should be decided by the ruling authorities. Any project will be announced to the public three months in advance and opinions will be solicited. Whether it is young people or the elderly, opinions will be collected anonymously through various channels such as the internet and communities. Decisions will be made based on data. Anything that benefits the people and the development of the city will receive more support than rejection. This way, at least there won't be a conflict between the people and the officials.
The development of a city lies in its people, and the development of civilization still depends on people. The foundation of civilization lies in harmony. Only a harmonious and loving city can be called a civilized city. If a city looks glamorous but lacks vitality, it can only be considered a cold civilization. A cold civilization lacks human touch. Although there may not be many incidents in the city, it becomes a ghost town-like forest, and the economy will not thrive.
